TEFRA (Tax Equity and Fiscal Responsibility Act)
TEFRA is a Medicaid program for children under age 18 if they meet Social Security’s definition of disability for children and meet the financial requirement. The child cannot have personal income that exceeds the Long Term Care Medicaid limit. Parental income and resources are not considered. Some families will not have to pay anything as part of the program. Others pay a premium on a sliding scale, depending on their income.
SSI (Supplemental Security Income)
Children under age 18 years can receive SSI benefits if they meet Social Security’s definition of disability for children and there are limited income and resources in the household. To qualify the child must have a physical or mental condition(s) that very seriously limits his or her activities and the condition must have lasted, or be expected to last, at least 1 year or result in death
Arkansas Disability Development Tax
Families with a dependent with a developmental disability (Autism, Cerebral Palsy, Down Syndrome, Epilepsy, Intellectual Disability, or Spina Bifida) may be eligible for a tax credit on their Arkansas State Income Tax.
PASSE (Provider-Led Arkansas Shared Saving Entity)
PASSE is a program that serves Medicaid clients with complex behavioral health, developmental, or intellectual disabilities. There are currently 4 different PASSE providers in Arkansas.
ARHIPP (Arkansas Health Insurance Premium Payment Program)
ARHIPP pays for eligible Medicaid members and their families to receive health insurance through their job or COBRA. The program is designed to save money for Medicaid clients with high healthcare costs by reimbursing all or portion of the cost of health insurance provided by an employer or COBRA.
Community and Employment Support (CES) Waiver
Community and Employment Support (CES) Waiver offers services to support clients with intellectual or developmental disabilities (IDD) with all major life activities, such as living independently and working at a job with help from an employment coach. The program promotes inclusion for clients through community experiences and provides care coordination for getting services. The goal of the waiver is to help clients with IDD live in the community rather than in an institutional setting such as a nursing home or Intermediate Care Facility. Arkansans of any age with IDD can apply. Waiver programs have different eligibility rules than traditional Medicaid so the child may be eligible for waiver services even if the family is not eligible for traditional Medicaid benefits
Arkansas ABLE (Achieving a Better Live Experience)
Arkansas ABLE (Achieving a Better Life Experience) accounts are tax-advantaged savings accounts for individuals with disabilities that helps them save and gain financial independence while maintaining any benefits they may be receiving. Contributions to an ABLE account can be made by any person and can grow tax-deferred through a variety of savings and options. There is even a checking account option to use the funds easily.
