About Dr. Lowery Jr.
Curtis Lowery, MD is Director of the UAMS Institute for Digital Health & Innovation (IDHI), established in January 2019, and serves as a professor for the UAMS Department of Obstetrics and Gynecology. Over the past 20 years, Dr. Lowery has facilitated the process by which Arkansas Medicaid and other insurers reimburse for telemedicine care by promoting understanding of digital health and its benefits to rural healthcare access. Dr. Lowery has facilitated increased access to specialty care at over 400 hospitals and community clinics across Arkansas through the establishment of a statewide telemedicine network that extends both clinical care and education to Arkansas’ rural population.
Dr. Lowery helped craft innovative statewide partnerships – including collaborations with Arkansas Medicaid, healthcare insurers, and hundreds of rural healthcare facilities – to promote the adoption of digital health in Arkansas. He collaborates with the Arkansas Department of Human Services to deliver programs benefitting women’s health, including ANGELS and POWER, which collectively offer high-risk obstetrical care and maternal safety bundle implementation and education to rural providers and their patients through telemedical collaboration.
In 2007, Dr. Lowery founded the UAMS Center for Distance Health that recently evolved into the newly established IDHI. IDHI delivers real-time interactive video patient consultations, continuing medical education, and patient education to Arkansas. The institute represents the culmination of Arkansas’ digital health expertise, with directors and stakeholders who have been instrumental in developing telemedicine initiatives in Arkansas that address the state’s health disparities. IDHI has brought over 20 long-sustaining telemedicine and 10 distance education programs to rural providers and patients in Arkansas. As IDHI expands, it will focus on direct-to-consumer services and other efficient, value-based healthcare initiatives.
In 2007, Harvard University Ash Institute honored ANGELS as one of the nation’s most innovative governmental collaborations. In addition, Dr. Lowery received the 2007 Hugo Gernsback Award for Clinical Innovation in Telemedicine by the AT&T Center for Telehealth Research & Policy, was recently awarded the Effective Practice Award by the American Public Health Association, and was honored as a 2019 Hearst Population Health Prize Finalist.
